Preheat oven to 375°F.
Spray a 2-quart casserole pan with nonstick cooking spray.
Cook pasta in boiling water until slightly undercooked. Drain and set aside.
In a saucepan, combine cornstarch, salt, pepper, mustard and stir in milk until smooth. Stirring constantly, bring to a boil over medium heat and boil for 1 minute. Remove from heat. Stir in cheese until melted
Combine pasta and cheese mixture and pour into the casserole dish. Crumble and sprinkle the corn flakes on the top.
Bake uncovered for 25 minutes or until browned on top.
